Agency vs council foster carers: what is the difference?

When you are looking to foster, one of the first decisions is whether it will be through a local authority (council) or an independent fostering agency (IFA). Both recruit, assess and offer support to foster carers – with both, you will be caring for children who require a secure 24/7 environment. Local authority (council) fostering

Fostering through your local authority means you are working directly with the team that deals with children in those areas. This can mean:

Close connection with local schools, services and social work teams

Placements often closer to home

Clear processes that go along with the local authority systems.

Fostering with an agency (IFA)

Independent fostering agencies collaborate with councils to give foster placements. Agencies often highlight:

More individualised support and smaller teams

Additional training and support out of hours

Specialist (e.g. complex needs or parent and child),

Agencies still have a close working relationship with local authorities, as councils are ultimately responsible for the child’s care plan.

So what does it actually mean day to day?

Typically, differences will not be child centric, it relates to things like support style and resources. The best option depends on what you value, such as:

How much support you want (and how fast it is available)

Training and development options

Types of placements you feel best fit for

Allowances and extra allowances (make sure you get a full breakdown).

If you are not sure, talk to both. An effective service – whether that be a council or agency will provide openness, respond to questions and support you in determining if fostering suits your family.
